Add test for readme format

It is only at the release process that we detect mistakes in the readme format. This is very annoying because it is often too late. So it will be great if drone could check the readme using readme-renderer.

At the moment we use the toctree directive in the README.rst files (like in the timesheet module). This is a Sphinx specific directive, and when checked with readme_renderer gives: (ERROR/3) Unknown directive type "toctree" .

I have created #9783 (closed) to help resolve this.

I've been looking into this, and what really needs to be checked is the contents of the long_description in the distribution file.

This should be done using twine check according to: https://packaging.python.org/guides/making-a-pypi-friendly-readme/#validating-restructuredtext-markup
