Yes because we need more information than what we have to perform those
actions: email configuration, document type etc.

I see that on tryton the exports are only added on the "Open Report" button but not on the "Send report by email" nor the "Direct Print".

Is there any special reason for that? 

For me it makes sense at least to add them on the "Send report by email"

Yes, it is simpler like that then trying to refresh the toolbar menu.
I think user falling into this case will be very rare. I mean if he
creates a new export, it will run it from the dialog.

Tested with gtk client on Debian -> Ok (you have to close the current form to have new reports displayed)

The exports are a frequent tools from some users so make it more accessible will speedup their usage.
The proposal is to display them under the print toolbar (as it is a kind of document).
