Allow to disable bus

The client subscription on bus channels can be expensive because it kept one thread/worker busy for the all timeout. If the server is not correctly configured, the server can not be able to answer standard requests.

Here is review60381002, I think it should be included in 5.0 because we may receive a lot of bug report for configuration issue (and there are no usage of the bus for now in standard modules).
