Silent scheduled action errors

When a scheduled action emits an exception, it doesn't get logged.

It happens in 2.8 with any plugin that triggers an exception.
I noticed the "Report" model is used to store those errors in 2.8. In trunk, a
mail is sent when the owner of the task has a mail address, otherwise it gets
logged.
2.8 as well as trunk should log the error in the logfile to keep a consistent
behavior with other error messages.

According to ced [1], errors which are not raised by "raise_user_error" could be
logged.
