Configure sale_shipment_cost_method at customer level.

The sale_shipment_cost module allows to define a value for sale_shipment_cost_method at the sales configuration level, but it is not possible to define a value at the customer level.

It would be interesting to add the configuration at the creation of a customer to define the default behavior of the customer when creating a sale. The method must remain modifiable at the level of the sale.

Better to keep a field on party or to adapt this design ? see #9855 (closed) for payment term

I think we should keep the field at the party level, having a default value from configuration and then pick the value from the party when creating the sale.
