We already have such dates on the tax itself but if a country changes the tax rules, it will be applied from a specific date (like in issue9423). Also for EU intracom vat on goods, a company will have to apply foreign tax starting a date (usually the next fiscal year when a turnover has been reached). So I think we should have be default a start/end date on the rule lines to define when to apply.
