I don't think it is correct to use a wizard to change the location. Also it misses a coherence constraint, for now you can make a return shipment that mixes a warehouse location and a drop location. This is wrong. For me, the drop location should be managed by a header flag (with a on_change to update the moves).
In order to support drop shipment returns with the recent redesign of the drop shipment we re-evaluated how it should happen. According to us, it should be treated as a normal return except that in the case there is an agreement with the supplier to make a "drop shipment return" both the shipment out return and shipment in return must support to deliver to drop locations. The new review implements this.

A sale with a negative quantity for a product that would be supplied through a drop shipment could in fact generate a drop shipment from the customer to the supplier. This idea would in fact implements some kind of Drop Shipment Return. The attached review implements it.
