The problem is that we do not know if overflow is good or bad but a visual will have one meaning.
Moreover I do not think it is really doable with Gtk without breaking theme.

I wonder if there shouldn't be some sort of visual clue to show that the progress bar is overflowing.

xob does that (but it's a very specific usecase):

I think we should allow to display percentage that are over 100% with the progress bar widget. The widget will just be full but display as text the exact percentage. I think it can be done by just bordering the value set as progress between 0 and 1.
