I made two patches: one that tries to fix it by allowing to specify both periods and dates in the GeneralLedgerContext, but it was a bit too complex. I remembered that on a discussion with @ced he said that it should be either period or dates but not both and indeed the patch is more simple that way.

Since issue7993 the GL starting balance is always computed at the start of the year because period_ids will be [] in the case no period is specified in the context.
